How its founders Sergey Brin and Lawrence Page designed the algorithm, well you can with their paper they wrote at Stanford. This is how Google was in the beginning, but its sole architecture has remained relatively unchanged. Citations form Page Rank, Page Rank influences results, although more recently this has proven less so, Google is always updating its search engine, so anything I say now could become obsolete; however there are not infinite ways for how you decide a site ranks #1.
